I have heard this phrase repeated countless times throughout the years of my life, especially when it is intended to be used as an excuse, affirmation or denial of an action that has no reasonable justification. Also, when there is a negative, capricious, disobedient, or simply irresponsible behavior.
He escuchado repetir esta frase incontablemente durante todos los años de mi vida, especialmente cuando se quiere utilizar como una excusa, afirmación o negación de un echo realizado que no tiene justificación razonable. También cuando existe un comportamiento negativo, caprichoso, desobediente o simplemente irresponsable.

The wind was blowing very hard, knocking over objects, making many hats fall off people’s heads and roll as they hit the ground, revealing the ruffled hairs of their owners. Men in jeans walked proudly showing off their best pair of well-polished boots. Women wore well-applied make up, perfume, and their best dresses in bright colors which outlined their figures when walking. The atmosphere was full of laughter, flirtation, puppy-love, and the disposition to enjoy the fair. Nobody cared that the tin roof sheets resounded with a crash every time they were tossed by the wind. Suddenly, the rain fell cruelly on the entire town of Jutiapa and the people who were in the field of the fair ran in different directions, trying to find a place to protect themselves from the rain so as not to get wet.
El viento soplaba muy fuerte, derribando objetos y haciendo rodar muchos sombreros que al caer al suelo dejaban ver los pelos alborotados de sus dueños. Los hombres vestidos de vaqueros caminaban orgullosos de mostrar su mejor par de botas bien lustradas. Las mujeres bien maquilladas, perfumadas y portando sus mejores vestidos de colores llamativos se contorneaban al caminar. El ambiente estaba lleno de risas, coquetería, enamoramientos y mucha disposición para disfrutar de la feria. A nadie le importaba que las láminas de los techos resonaran con estruendo cada vez que eran sacudidas por el viento. De pronto la lluvia cayo de forma cruel sobre todo el pueblo de Jutiapa y las personas que estaban en el campo de la feria corrían en diferentes direcciones tratando de encontrar un lugar donde protegerse de la lluvia para no mojarse.
